Description
In a crisis, cross-agency coordination is key. The Command, Control, Communication and Coordination (C3C) game bridges the gaps between independent response plans from multiple agencies, surfacing misalignments before the real emergency hits. By simulating high-stakes scenarios, C3C moves beyond abstract protocols into practiced, collaborative muscle memory. The game explores command structures, activation procedures, and communication needs. This is an all-hazard game framework that will support a variety of threat scenarios.

Game Details
Groups navigate escalating rounds of threats, moving from independent assessment to collective action. Players evaluate threat levels, decide on activation for each entity, review command structures, and clarify responsibilities for critical decisions. Groups then come together to learn about the activation and its impacts for each entity. Each group should contain a mix of people from different entities, so they can learn from each other. Versions of the game use FEMA-defined Emergency Support Functions or Community Lifelines.
Available versions of this game include a focus on: an escalating pathogen outbreak (measles or novel influenza) and a toxic spill.
Completion Time: 4 hours (can be shortened or lengthened with fewer or additional rounds)
Number of Players: 5-8 players per group; multiple groups may play the game simultaneously
C3C Insight App
The C3C Insight App enables real-time data collection that turns gameplay into actionable intelligence: generating summary reports, visual analytics, and discussion points for the facilitator. This information supports hotwash discussions or an after action report. The app supports seamless, real-time data collection from the game. Information collected for this game includes:
